The passing from the Sydney Incorporation Act in 1842 officially recognised the city of Sydney as a city, enabled the taxation of home homeowners and occupiers, and imposed a managerial composition to its administration. Adult males who possessed property valued at £1000 (or £50 a year) were being in a position to stand for election. Each and eve
